Notice on Regulations of Boarding with COVID-19 Negative Certificates for the China-bound Flight Passengers in Estonia

To ensure the health and safety of international travel and reduce the risk of cross-border spread of the epidemic, in accordance with the Joint Announcement on Requiring China-bound Passengers to Obtain COVID-19 Negative Certificates Before Boarding, issued by the Civil Aviation Administration, the General Administration of Customs and the Ministry of Foreign Affairs of the People's Republic of China on 20 July 2020, the Embassy of the People's Republic of China in the Republic of Estonia hereby notify the information as follows:

1. General requirement:

From 10th September 2020, all Chinese and foreign passengers departing from Estonia and transferring via third countries on China-bound flights are required to finish nucleic acid tests (not anti-body test) within 3 days (72 hours) before boarding, and apply for green health codes with an "HS" mark (for Chinese national) or Health Declaration Form (for Foreign national). The airline will check before boarding.

2. Testing time and organization:

Nucleic acid tests for COVID-19 should be taken 3 days (72 hours) before boarding at the institutions recognized by the Embassy (see Appendix 1)

3. Procedure for Chinese passengers

Chinese passengers are required to upload photos of their COVID-19 negative certificates to the Wechat mini program COVID-19 Prevention Health Code International Version through Entry B within 12 hours after receiving certificate. The Embassy is to verify the certificates within 1 working day and a green health code with an "HS" mark will be issued after approval. Passengers should take the consequence of hindrance from boarding caused by unsuccessful application due to bad image or late uploading. For more details, please check

Be sure boarding within the validity time of the code and accept the check by airlines. It is advised to take the printed test certificate for further checking.

4. Procedure for foreign passengers

Foreign passengers, after getting the negative test results, should send within 12 hours the scanned copies of (1) information page of the valid passport, (2) COVID-19 negative certificate and (3) Health Declaration Form (see Appendix 2) signed by the applicant to the Embassy's designated email address ( After the due verification within 1 working day, the Embassy will send back a scanned copy of the stamped Health Declaration Form to the applicant through email. Passenger can print out the Form for boarding.

5. Other things need to be reminded:

5.1 Read carefully the notice before planning to take China-bound flights. If passengers cannot finish the nucleic acid tests for COVID-19 and get the negative certificate, or have no green health code with an "HS" mark or valid Health Declaration Form, they are not eligible for boarding and their itinerary need to be readjusted.

5.2 Passengers transfer in the countries that require valid Health Declaration Forms for boarding (please see will also be required to show the green health code with an "HS" mark or Health Declaration Forms during transferring. Please make sure that the Forms are still valid when boarding the connecting flights.

5.3 The validity period of the green health code with an "HS" mark or Health Declaration Forms starts from the issuing date of the test certificate. Be sure to arrange appropriate testing time and apply for Health Declaration Form at first time after getting the certificate.

5.4 Passengers who provide false test results or information will bear corresponding legal liabilities.

5.5 Please be noted that a certified Health Declaration Form is different from a Chinese visa. It is requested that all the foreign passengers inbound China hold valid Chinese visas issued after 28 March, 2020 by Chinese Embassies or Consulates.

5.6 The Embassy of the People's Republic of China in the Republic of Estonia reserves the right to final interpretation of the above arrangements.
