at the 54th National Day Reception of
the People’s Republic of China

H. E. Mr.& Mrs. President Arnold Ruutel,
Distinguished Guests,
Ladies and Gentlemen,

The beautiful autumn of year of 2003 ushers in the 54th anniversary of the founding of the People’s Republic of China. At this occasion of jubilation, I am very pleased to meet friends at the reception of the 54th Chinese National Day and celebrate this joyous festival. First of all, I wish to thank H. E. Mr. & Mrs. President Ruutel for attending the reception. I would also like to extend my warm welcome to all friends and Chinese compatriots present here.
   
I would like to emphasize that since the beginning of this year, although China has encountered many difficulties on the course of development, China has still kept its economic growth in high and sound gear, continuously improved the living standards of the people and enhanced its comprehensive national power. In international relations, China continues to pursue an independent foreign policy of peace and is willing to maintain and develop friendly and cooperative relationship with all other countries. Together with peoples of the world, we push for the establishment of a just and reasonable new international political and economic order and make continued efforts to promote the noble cause of world peace and development. The Chinese government sticks to the basic policy of peaceful reunification and one country, two systems to solve the Taiwan issue, and is firmly opposed against any act or word aimed at creating the so-called Taiwan independence, or two Chinas, or one China, one Taiwan. It is the common wish of all the Chinese people both at home and abroad to realize full national reunification of the motherland. We believe the great cause of China’s national reunification will certainly be realized at an early time.

There exists a profound friendship between the peoples of China and Estonia. Our bilateral relations have developed steadily since the establishment of diplomatic ties, with cooperation in all fields constantly expanding. China will, as always, continue to support Estonia’s efforts for safeguarding national independence and sovereignty, and developing the national economy, respect the Estonian people’s choice of the road of development. We stand ready to further promote the friendly relations and cooperation between China and Estonia on the basis of mutual respect, equality and mutual benefit. This morning I presented the Letters of Credence to H. E. President Ruutel. I am greatly honored to be appointed as Ambassador of the People’s Republic of China to Estonia. During my tenure of office, I will exert my efforts to further develop the friendship between the Chinese and Estonian peoples and the friendly relations and cooperation between our two countries. I believe that, in carrying out this important mission, I shall have assistance and support from the Estonian government, Estonian people and all other friends.

Finally, may I propose a toast to
The 54th anniversary of the founding of the People’s Republic of China;
The friendship between the Chinese and Estonian peoples;
The health of H. E. Mr. & Mrs. President Ruutel;
The health of all friends and Chinese compatriots present at today’s reception.
