On the night of 11 September, China's Foreign Minister Tang Jiaxuan sent a telegram to U.S. Secretary of State Colin Powell to express his deep sympathy to him and, through him, to the American people over the huge human casualties and wound caused by the severe attacks on New York and the Washington D.C.
